Start with a 1080Ti while Scan has them for £650. EVGA SC Black 1080Ti to be precise.
Ryzen or Coffeelake, upto you. For say, 4K/60 it won’t really matter much but if you’ve got £2000 to burn through, you may as well go all in on an 8700K. Can usually find them for 300-320 quid.
That leaves you with just over a grand for everything else. 16Gb of DDR4 is 150-200, you can get a 1Tb SSD for 180 (Crucial MX500, 2.5inch or m.2), 600w PSU, preferably gold or platinum rated, upto say £100, and say upto £200ish for a decent motherboard.
That’ll leave you with over 350 raheems for a case of your choice, accessories and RGB peripherals.

CAS latency, manufacturer (Hynix, Samsung, Micron), how nice the RGB lighting is, and heatspreader design.
It's mainly down to CAS latency and heatspreader design though for mainstream RAM. Corsair LPX typically have pretty tight CAS timings for mainstream DDR4 and low profile heatspreaders which are great for compatibility, but you can usually get something like Team Group Vulcan for less which have slightly looser timings but are still low profile (albeit, the heatspreader on them is a tad flimsy).
There's a slight difference in performance, but it's not at all a cost effective one, so just go for cheaper option since it's the better deal.

Basically this, but don't go crazy with the highest rated kits. 3600mhz is the highest I'd go for, 3200mhz is the highest I'd reasonably go for, 2933/3000mhz and 2666mhz are all perfectly adequate though depending on use cases. Plus, just because they're rated for a lower speed doesn't mean you can't clock them further with some increased voltage and loosened timings. Hell, sometimes they'll just work out of the box at a faster speed through the XMP/DOCP.

Cheap RAM goodness. Paid about the same for my kit late last year, £120 and £8 delivery for 16Gb 2933mhz. Wasn't disappointed.
PUBG 1440p/100fps, max settings. On my last PC I wasn't even getting a consistent 1080p/60fps with medium to low settings.

I saw my 4930k getting absolutely waxed in benches vs a 8700k. Even if I couldn't tell a difference, id feel better.

I've honestly never had a problem with my Caps Lock key. Never accidentally hit it typing. Bringing up a notepad and messing with the key, it doesn't seem overly sensitive or anything out of the ordinary.

Probably have to do it in the LGS software. Only way for me to do it on my G900. Try a reset of your machine or pulling and reinserting the USB wireless piece with the software up.

You're probably better off buying a good 4K HDR TV to go with your monitor, possibly one of them OLEDs. You won't get g-sync and HRR (though there are some TVs that go up to 120hz, and some upcoming models will have it as a feature as well for sure), but you likely won't be using the TV for competitive gaming and 4K + 60hz + HDR should more than make up for it. Not really a fan of Nvidia's BFGD. They tick all the boxes, but ehhh ... And the price will no doubt be out there.

This is anecdotal I know but I've been using an LG OLED for 10 months now as a PC monitor and haven't had any hint of burn in. I check it on a red test slide every now and again to keep tabs on it and it's still perfect. Got about 3,000 hours on it now probably 1500 of that is PC usage. Games, web browsing, youtube, Ableton/music production. The only thing I do is auto hide task bar and set a 5 minute timer on my screen saver.
