MI2 doesn't really have a plot and is mostly ludicrous John Woo action set pieces, but I wouldn't say it's bad. It's a big departure from the rest of the series in form, though.
The latter movies didn't dismiss the silliness, they just happen to be far more tonally aware and deliver on them very well. John Woo's silliness is all too serious so it just comes across as camp. MI1 (from what I remember, at least) was too serious for me.

M:I - Fallout is good, not great, and certainly not the second coming of christ . I need to let the movie marinate in my mind a bit more before I can fully explain why most of the action, including the finale left me lukewarm.

I should clarify. There are two great actions scenes. The finale is well shot from a stunt perspective, but is absolutely ridiculous.
