Well, think City wanted him but he didn't want to go there. Barca have other needs and no real money, and Madrid gave up on him, yes.
I doubt he will tho considering he never seemed to want to become a figurehead at the club. As soon as he realized the mess behind the scenes and that they were never going to reinforce around him he just gave up trying. And that was early into the Mou era, so yeah... he just decided to waste his peak years.

I don’t really “get” the RB financial model I guess. They’re so wealthy, why do they agree to sell their talents for pennies on the dollar, especially to other Bundesliga teams?! Laimer for €20m sounds too low let alone to Bayern. Just so strange.
I assume it's part of the deal for players joining them. RB get some of the best talents around, the players get game time, great coaching, and get to leave when it's best for their careers.
Honestly, if it wasn't for the rebranding of already existing clubs and operating outside of the ownerwhip structure that is supposed to apply to everyone, they'd be something to aspire to for most clubs. Then again I'm not sure if they could operate self-sufficiently. If not, it's not really a realistic target for others to aim for.

1) I believe they have to become self-sustainable clubs, they don't rely on Red Bull's money as much as the oil clubs rely on their owners.
2) Laimer is a pretty average player
3) covid destroyed Bayern's finances. We can't sign big players nor keep/extend our current "stars" like Gnabry or Sule.

COVID obviously had a massive effect, but it’s been 4 years since we last went big on players, and at some point I do believe it becomes unsustainable to continue competing with the likes of Man City if you aren’t willing to drop £70/£80 million or more once in a while on a player to suit your system.
I don’t think it’s a coincidence that our biggest successes came post the VVD/Alisson signings.

Ideally fsg are looking at this season and thinking we're one or two big signings away from being the best.
In all likelihood though we're close enough already that they'll see it as a reason not to spend beyond replacing like for like.
Would like somebody with end product who could play at the head of our midfield three, and a rightback who lets us rest Trent when we want to rather than when we need to.
Even if Haaland only gets City an extra two points this season, it's a huge task to keep up. The final step from great team to trophy-dominating team seems ten times harder than it was to get from also-rans to here.
