If campaigning towards high population centers becomes the goal line then you're plainly free to dismiss concerns you'd otherwise be forced to address simply to clear milestones in certain blocks. Whether that's districting, taxes, infrastructure, whatever - there's plenty of shit that two blue states can disagree on and I don't get why that's like.... contested or a wild statement lol
