When did UEFA become aware of City's transgressions? Was it not in 2018 due to that Der Spiegel expose? If so, I'd be looking at whoever gave the go ahead on their own regulations.
There's precedent in law that states the clock on your 2/3/5 year period to bring charges/make a claim only begins to run upon you becoming aware of the crime committed. But only if you draft your legislation accordingly I suppose.

City fans, I understand you love your club.
But you must also understand how it looks like from the outside looking in.
A mid-table club gets a massive cash injection which then catapults the club to the top of the table and makes them a contender for all prizes available in football. Buy-outs and large investments are not unheard of, yet that particular flow of cash comes from an extremely dubious source with extremely dubious marketing deals in order to by-pass rules that most clubs must adhere to. You are not the only club guilty of this.
Many many teams use funky accounting, land sale deals, transfer deals to turn a profit no matter how unethical and at times illegal it may be.
It is artificial growth and success, and that is something that stands against everything football had represented in the past.
I support Barcelona, "my" club has been found guilty of numerous wrongdoings. Iffy transfer deals, shady youth contracts, club sponsored spying and PR against their own players. Players themselves being charged with tax fraud, rumblings of doping etc etc.
Yet, everytime these crimes were brought to light, I actually wanted the club and players punished as severly as possible. Because it was the right thing to do, as the average person in the street would never get the kind of slap on the wrist these entities, clubs and players constantly receive. Maybe at that very moment I may quickly jump to the defense of my club or players, but I would always eventually settle on the same conclusion. Rules should be the same for everyone, not selective or dependent on the size of your bank account.

I always find it hilarious football fans can't be honest. Man City have financially cheated & everything they've won is based on all those years of cheating but instead of telling the truth they have to lie to make themselves feel better because football holds an abnormally high value over their life to the point it becomes tribal. Gone slightly under the radar with the City and Aurier news today, but Phil Jones will be undergoing surgery on his knee. Media are framing it as his last chance to save his United career. Feel sorry for him tbh. He's become a figure of ridicule in football. But once upon a time he was a hugely talented young centre back with lots of potential. He's 28 now and hasn't come near fulfilling it. Injuries have ruined him.

In all seriousness, the reason City fans are celebrating so raucously is because this has always felt like a hit job from the start. First FFP, which was designed to cut City off at the knees and maintain the status quo, and then a very dodgy investigation leading up to the ban which was based on leaks and hacks. City was always confident because UEFA did a poor job and were leading the cart before the horse.

To be fair, can't really hold this against the fans. Especially those who started supporting the club before the takeover. They'll just have to make due with whatever is happening at 'their' club. One could argue if it's classy to celebrate this.
