It's because when you're in a shadow cabinet you don't get to do much foreign policy work in truth. However, she was notably very good and even handed on the anti-semitism issue such that she was the only candidate actually endorsed by the Jewish Labour Movment.

If Boris Johnson actually were to die, Raab becoming PM on a permanent basis isn't automatic. Conservatives would have another leadership election, and the winner of that would become PM. Raab didn't exactly set things alight last time around.
