Competition Committee 2019 Rule Changes
The NFL's owners have approved making both defensive and offensive pass interference reviewable.This is MASSIVE. Not only will PI be reviewed, non-calls also. This is what initially was voted on a few days ago and only 8 owners approved (need 24 to pass). Through ratifying this, now the actual process can be streamlined in terms of who reviews that, refs of NY review station. What did the Saints' owner and Sean Payton have to promise sucking dick other owners to get this passed?
Here we go. Both calls and non-calls will be reviewable. They will be initiated by a coach's challenge until the final two minutes of a half. It is a seismic change, one that will surely have unforeseen consequences. For instance, grabbing on a Hail Mary will now be reviewable. It could become a nuisance, but it is a good thing that truly game-changing penalties will now be subject to review.
Competition Committee 2019 Rule Changes
• Tabled a proposal, originally put forth by the Kansas City Chiefs, to guarantee each team a possession in overtime.
• Voted down a proposal from the Denver Broncos to give teams a one-time option in the fourth quarter to have a fourth-and-15 from their 35-yard line, as an alternative to an onside kick.
• Made permanent the 2018 changes to the kickoff rule, which had been made on a one-year trial basis.
• Voted to eliminate all blindside blocks, not just those to the head or neck area, to increase safety on punts and other plays.
"The blindside block, it ends careers," said Troy Vincent, the NFL's executive vice president of football operations. "It puts people on the shelf. ... To have that removed out of our game, it is significant."
• Approved a proposal that gives teams a choice in the timing of enforcement on a personal foul or unsportsmanlike conduct after a scoring play. The yardage can now be marked off either on the extra point or on the kickoff.
• Voted to allow the NFL's officiating department to eject players for flagrant football fouls from the New York command center. Previously, it could eject players for non-football acts such as punching or fighting, but only referees could eject players for flagrant hits.
• Voted to use competitive tiebreakers, rather than a coin flip, for most ties in determining drafting order.
Raiders agreed to terms with RB Isaiah Crowell, formerly of the Jets, on a one-year contract.
Per ESPN's Adam Schefter, the deal is worth "up to" $2.5 million. Crowell's addition is a hedge against Marshawn Lynch's return. 33-year-old Lynch is expected to decide his 2019 status following the draft. Crowell was excellent in spot duty for Gang Green last season, turning 143 carries into 685 yards (4.79 YPC). It is worth noting that 219 of those yards came in one game. A big-play threat who can catch a pass in a pinch, Crowell should make the Raiders' 53-man roster and has a decent chance at carving out a real role. Doug Martin is also a free agent, while DeAndre Washington failed to capture coach Jon Gruden's imagination last year. Jalen Richard is more of a passing-game specialist.
Patriots defensive assistant Greg Schiano has resigned.
Schiano's hiring was never even formally announced, but he was expected to replace Brian Flores as the team's de facto defensive coordinator. "This is not the result of any one event, but rather a realization that I need to spend more time on my faith and family," Schiano said. "I don’t want to look back years from now and wish I had done things differently. Therefore, I am taking time away from the game to recalibrate my priorities." In other words, he had no clue how much coach Bill Belichick was going to require him to work. It's a frankly baffling development. The Pats are now back to the drawing board. Defensive consultant Bret Bielema could be the next man up.
Raiders signed LB Brandon Marshall, formerly of the Broncos, to a one-year contract.
Per PFT's Mike Florio, the deal is worth "up to" $4.1 million. Injuries made 29-year-old Marshall's prime fairly short, but he is still capable of making plays as an off-ball linebacker. Any additional play-making ability is welcome for a Raiders defense that was essentially talent-less in 2018. If healthy — Marshall has missed 10 games over the past three years — he could play a lot of snaps for coach Jon Gruden.
Cowboys acquired DE Robert Quinn from the Dolphins in exchange for a 2020 sixth-round pick.
Short of a day-three pick swap, that is as light as non-conditional compensation gets. Quinn has reportedly agreed to a new one-year, $9.2 million deal, taking a pay cut from his previously-scheduled $11.811 million salary. 2019 was already the last year of his contract. Briefly a terror earlier in his career, Quinn is now a situational pass rusher who pays frequent enough visits to the quarterback. He will help a defensive line missing suspended Randy Gregory.
Eagles acquired RB Jordan Howard from the Bears in exchange for a 2020 sixth-round pick.
Per ESPN's Adam Schefter, it is a conditional pick that can become a sixth-rounder. It is not the lightest compensation, but it is certainly light. Howard now immediately slots in as the early-down leader in the Eagles' ever-crowded backfield. A complete zero as a pass catcher, Howard's job will be to grind between the tackles. Going on 25, Howard has seen his yards per carry slip from 5.2 as a rookie to 4.1 and 3.7 over the past two years. There will be no shortage of players waiting in the wings if he falters. As he was last year, Howard will be a low-floor RB2 in Philadelphia.

The deal includes a massive $65 million signing bonus with $107 million in total guarantees, and the new money makes him the highest-paid player in the NFL. The relatively short extension only runs through Wilson's age-34 season, so it is likely he will get another shot at a big deal. On the other hand, Wilson was not able to get his salary tied to the cap, a precedent he was reportedly hoping to set, but $140 million is a nice consolation prize. With this deal in place, the persistent trade rumors will finally go away, and the Seahawks can get back to underusing their best player.

9. I think this was an interesting point, from ESPN’s T.J. Quinn on the Robert Kraft case, during an appearance on “Mut and Callahan” on WEEI: “There are people around him who have said to me they can’t believe he doesn’t just take this plea agreement, this diversion agreement that they offered and say, ‘OK, fine, I did this. I am sorry.’ And then move on with it. They are pretty amazed that he’s going to continue to fight it like this.” Man, I could not agree more. This story continues to be in the headlines, and it could have disappeared four weeks ago, when Kraft apologized for the incident. Why apologize if you didn’t do it, and why keep fighting it for four weeks and keeping it in the public eye when you’ve already apologized? It’s baffling.

ESPN New York's Rich Cimini reports there is a "pretty good chance" the Jets trade down from No. 3 overall.
Per Cimini, one team is "already under the impression the Jets have a deal worked out" if Alabama DT Quinnen Williams falls to No. 3. Cimini advises to "keep an eye on" the Bills. CBS' Jason La Canfora first reported that was a possibility. We will know in roughly three hours.
The Athletic's Connor Hughes reports the Jets and Raiders have discussed a trade involving the Nos. 3 and 4 picks.
Hughes also confirms the Bills have also reached out about the No. 3 pick. Buffalo's target is believed to be Quinnen Williams. It is uncertain who the Raiders might be targeting.
