When I worked in humanitarian aid the biggest obstacle for the programs run out of Kabul, Kandahar and Herat was just communication. The country is so splinter that it's difficult to coordinate anything, especially in emergency response to a natural disaster or health outbreak.
All the country reps or program directors were young too. Senior staff got out or moved on because it's a rough go of things and not for families. Pakistan or India we're more attractive posts in the region than anything Afghan. It paid well though. You could earn damn near six figures out of grad school or after a Fellowship with bonuses tax free.
30 million people in a country the size of Texas. It's real deal wild west over there.
