Things I've read (you'll probably say these changes aren't significant):
- Open world is much more alive. Lots of procedural stuff happening you can join in with.
- Main missions and side missions sound like a big step up in quality.
- Exploration is rewarded with actual loot (amazing how many loot games don't bother with this).
- End game specialisations which also open up new skill trees.
- Tonnes of system and UI changes and QoL improvements which add up to a lot.
- End game is a lot of content and very much changes and expands the entire game world.
- Other than that just lots of gameplay refinements.
- PvP modes if that's how you choose to live your life.
So the core gameplay is the same... which was basura. Firefights in Modern Warfare with its infinite spawning enemies mechanic are interesting in comparison.

AI much improved as are the boss fights, relatively speaking. Enemies seem to be more varied in terms of attack patterns and skill deployments.

launch division 1 was the biggest pile of shit ever. i broke my never buying ubisoft games stance with that one but i have been strong ever since.
I played it a year after launch for $15 and I can't imagine how awful the launch version must have been.
I don't think people really want to get into how there's only two types of weapons for that whole game and how that gimps already lower rung gameplay...
The bosses being utter shit is the cherry on top of a bad gameplay loop. It's not like you can avoid dealing with it. The entire point later on is to kill bossea or boss level b enemies and if that leaves a bad taste in your mouth it's where the game effectively ends. The fact that D2 basically runs the game back and calls it end game means that you better fucking love those encounters.
If D2 is your autopilot game of choice cool tho.
