Between the two, I’d probably go with the first option. RTX card, 144hz screen, and with it being 1080p, you’ll be able to play ray tracing titles and get decent/good perf.

Came back to BF V after watching some videos earlier. Adjusting some settings got me 4k60 w/ Ray Tracing. Put a few settings on High:
Texture Quality
Post Process Quality
Undergrowth Quality
Everything else left at Ultra. DXR Ray Tracing at Medium. Gives me a consistent 4k60 (~63-67ish), with the low hardly, if ever, going below 60. Looks pretty great.

Running with everything at Ultra except Level of Detail (High) + DLSS, and RT at Ultra gives me right over 60 and pretty much holds steady. I never had one die on me tbh. My old PC from 2012 had a 750w cheapo Antec PSU in it and it’s still running to this day, so that makes me qualified to comment on the matter with authority.

If it is less than 10 years old, I see no reason to replace it.
That motherboard checks out, but don't forget to take a look at this spreadsheet to see if there is maybe a cheaper option or one with more features you care about while still being able to handle the 3900x with no issue.

Yeah, I figured as much! But felt like it was best to put it out there in case you found the motherboard that is perfect for you and is like half off, but doesn't have the BIOS flashback feature.
Oh, for anyone worried about getting a motherboard with Killer Networking hardware in it, their current software allows you turn off their software optimizations and have it act dumb like every other networking hardware. Just need to flip that "Advanced Stream Detect" switch to off.

Their stuff is useful if your PC is like the only thing using the internet. But that isn't the case nowadays so having that same functionality on the router is the only thing that makes sense to me.
Their "double shot" tech is neat, even if it has no benefits in practice. It shoves lower priority packets onto your wireless connection while the higher priority ones go through your ethernet connection. It requires Killer ethernet and wireless, though.
