Both. Coming from Assassin's Creed Origins, the horse controls so much better in that game.

I was surprised how awful the horse it felt considering everything else in Zelda seems pretty refined.

Is your horse fully tamed? Idk I really like Botw horse controls, they were going for realism I think, it feels like you're riding an animal rather than controlling one like a car. It makes horse back archery and combat much better than it would be if you had to constantly steer the horse.
