Passing the house and kicking this monster to the senate is a win for Dems too. The senate R's want no part of this either. Tons of R in the house will have committed to a yes vote and retaking the house in 2018 becomes easier.

From what I understand, the bill in its current form, can't pass reconciliation. It was already on thin ice and then the changes that were made to appease the HFC made this an even bigger challenge. The provisions allowing states opt out of preexisting conditions crap and the essential health benefits totally fucked that up. I think they may have to wait for a CBO score too. In order to do this they'll have to seek a rule change via the parliamentarian. If they do that it's basically the legislative filibuster nuke as it provides a different path to the same result. So it's assumed the Senate will have to heavily modify what was sent to them, an then send it back down to the house in order to seriously get this thing passed. The HFC would have to swallow whatever changes the Senate would make or we're back to square one. If they can't do this, they'll need 60 votes. If they can do this, they only need 50 but then have to deal with 3 GOP senators maybe voting "no" anyway because they're from red states with expanded medicaid. They will have also uses a massive rule change that will basically ensure democrats ram all kinds of shit through reconciliation in the future.
There's a bunch of party busses there waiting to take house republicans to a party at the WH after the vote.

So the house is basically saying they would rather lose moderates than risk getting primaried in far right districts because they did nothing regarding Obamacare.
The decision is still the same for the GOP as a whole, the house has just decided moderates can go fuck themselves. Now we see what the senate decides because they don't have to deal with getting primaried by nutters as much as the house does.
I still don't think this passes. This feels like the house is trying for a conservative win so they can push a garbage bill to the senate where it can become their political hot potato for a while. This makes 2018 easier for Dems in those moderate districts.
