This might be a possibility, but I don't think for a second this is something the admin doesn't want to do. They really WANT to do this. Trumps frothing base REALLY wants him to do this. The floated LGBTQ EO was kinda out of left field as far as his campaign was concerned. It likely easier to affect social policy through freedom of religion laws anyway. MIlo's still editor at Breitbart, and Breitbart's boss is still the brains in the White House. He's not gone yet, unfortunately.
