It helped alot during the financial crisis and the aftermath, but it's only a part of the reason.
Just like the US, you got huge gaps between certain regions though. Partly due the reuinification of Germany and partly because some regions are still in the process of changing after being an heavy industrial region for some time, like the Ruhr area https://en.wikipedia.org/wiki/Ruhr.
They missed to change and establish other industries and relied on something like coal, for far to long and other industries that weren't feasible anymore.
Might be hard for many people to accept, but some industries and jobs will never come back. While it's taking alot of time to build up specialized industries and the necessary education for it.

There are alot of points about those reforms that are questionable and deserve alot of criticism. Especially temporary employment being abused to this day and no government finding a good solution.

Tennessee specifically because of who's running. Phil Bredesen was pretty damn popular as a Governor and as a Mayor. It's crazy, but there's a chance we pick up AZ, NV and TN while already picking up AL. We could retake the senate next year by a 52/48 margin and that isn't out of the bounds of reality at all.
You retake the house and a bunch of governor spots and we may not even care that much about Kennedy's ruling on partisan gerrymandering.

Phil Bredesen is the only Democrat to win a state election in Tennessee in the last two decades. He's really popular. He's exactly the kind of candidate that we should be running in the South (and will definitely cause angst amongst the far left because he's not out here running on Medicare for all).
Beto O'Rourke is a good candidate and he's running against an incumbent in Ted Cruz who is deeply unpopular and now has the branding of carrying water for Trump for the last year and change.
Even if we retake the senate with a bunch of conservative dems in the south, you've removed Trump's ability to seat more insane judges on the SCOTUS. That in and of itself is monumental. If you don't retake the senate, you have to worry about the possibility of two seats being filled by Trump or potentially more.

In September of this year, the GOP's favorability hit an "all-time" (time began in 1992) low of 29%. Their previous low was 30%. A year after that previous low, they retook the Senate. 2013, 2014
Favorability now doesn't matter much. Democrats have to get out the vote next year, and hope that unsatisfied conservatives don't turn up to vote Republican despite it all.
Dem assholes don't play well with the general pop because there's more "angry black man" and "bitchy women" democrats than republicans. One of Kamala Harris's criticisms so far is she's not nice to her staff, which is lol worthy.
I need the type of Dem assholes that are willing to play just as dirty and gerrymander shit as badly as GOP gerrymandered it.
