The main topic besides "not trump" for voters in VA was healthcare. Maine passed the medicaid expansion by overwhelming numbers. Other states have the expansion set up for a public vote too. I think the energy exists. Repeal and replace always came with the promise that the replace would be better. If the cat wasn't let out of the bag prior to 2017, it seems like it's out now.
