Newegg Premiere member w/ auto rush processing, next day delivery, Saturday delivery....And package hasn't left CA despite my order getting in multiple hours before the rush processing cutoff time.

I called and they confirmed that it's most likely still with newegg. She put in request to refund me all of the delivery charges and to call them back on Monday if tracking hasn't updated or whatever. Could've went to Microcenter yesterday and got it for about the same price.

The 1080Ti delivers the same performance at 4K as the 1060, radeon 480, and 970 do at 1080p in a few games
Towards the end he talks about how the Ti should be used and uses Witcher 3, Hitman, and Crysis 3 examples. The frametimes @ 1080p are pretty terrible, even though the fps is high compared to 4k. Performance is bottlenecked at 1080p even with a 6700k, suggesting the card is too powerful if you're planning to game at 1080p.

Ok I'm going to work backwards off my sister's list and try and get parts more suited to her instead of Dell's bucketlist. This is a rough list of what I have so far.

I have not done any overclocking in eons, and it reality she doesn't need it right now. Just trying to get the base parts and research the best stuff for her, because I know I'll have to do all the upkeep anyway.
Frankman, Corsair makes pretty reliable power supplies. Try to get as energy efficient one as you can to help ensure it will last a long time. Single rail is also preferred.
Instead of a WiFi card, consider getting an extender of the same brand as her router. I've had much more success with that.

No, I sold my Samsung 4k monitor some months ago with the intentions of getting a better one down the road. Volta will definitely push performance into firm 4k60 fps, we already 95% there.

I've used the STRIX version of the 1070 and am currently using that DUAL version of the 1060. I'd spend a bit more and go for the Strix version. You get an additional fan and along with RGB features (you mentioned she liked the blue on the case). It is a very long card tho, but it was great when I had it.

I've used Corsair, Seasonic, and currently using a EVGA PSU. Had to RMA Seasonic once. Didn't have any issue with the Corsair or EVGA. Between the two I'd probably lean EVGA. They're probably cheaper than Corsair but the warranty and support you'll get from EVGA is unmatched.
Ran a comparison with the three EVGA ICX cards and the Strix one I listed. So far I like the research on the EVGA GeForce GTX 1070 SC2. It's a bit cheaper at $429 on Amazon, has a higher base speed and runs w/o too much noise from what I've read. I've used EVGA for cards on my sister's machines in the past, they have a great rebate/RMA department.

Once I nail down what item to target I can look at variants based on pricing. I don't see any 1080's below 500 but I'll keep looking.
Newegg has the Gigabye 1080 for $499, and the MSI for $489 after rebate. I'm pretty sure that MSI is really nice.

Like, I could've easily used the CPU cooler, power supply and the 840 evo in my next build still.

She wanted a gaming rig that could play stuff with no lag/stutter at 60 FPS in the future in case she wanted to play a resource intensive game. I looked at the specs for Guild Wars 2 and Diablo III: LoD and the 1070 would play those easily. She doesn't really get what makes up gaming rig though (the OC potential). So I'm trying to build her something with power and value.
The Alienware Aurora R5 had similar specs (computer she nearly bought for $1600), so I'm working on doing a build improving on some of the components while not going over $1000 on the overall price.
EDIT: I just had a 10 minute "discussion" with her about the 1070 and 1080 and had to talk her down from the 1080. I swear this build is going to kill me, she thinks I'm trying to put together a cheap build that will be "obsolete in 2 years". I think I need to lie down…

Think my eye stops recognizing somewhere around 75 or 80. But I haven't had the opportunity to try a 144hz monitor, yet.
Another day, another small tear down of my PC. I mentioned before that I bought 5 new 140mm fans, but could only use 4 due to the the rear fan not fitting in my case. This was really bothering me so I dug into it again today determined to make it work. Despite numerous attempts, the ML Pro 140mm fan just doesn't naturally fit in the back of the Air 540 due to the corners -
Bottom is the stock fan which fits perfectly.
Won't line up on the case
Even called Corsair Tech support on Friday and asked them wtf was going on and why is your premium fans not compatible with your case? The rep went and got a case and a fan and tried as well, and agreed it doesn't work. He was only able to get 2 screws in. Mentioned he would bring it to whomever's attention at Corsair etc etc. For me I said fuk it and took off two of the corners as they are designed for it and you can replace them with colored pieces from Corsair's website. Took off two corners and was able to get it to fit in the back by using screws on the other two holes.
So now all 5 fans are installed and it's great. The Fan Xpert software has all 3 case fans running between 640 - 655 RPM, and the silent profile on the Kraken X62 has those 2 fans running at 480 RPM. Everything hums along and is really quiet.
Shout out to the Kraken x62. I've only used Corsair AIO coolers since I started building, and this thing out paces them. Everything about it is more premium than Corsair's offerings, and there are no pump rattles or other odd noises. The software (CAM) is miles better and gives you readouts on your entire system in a more readable and usable manner than Corsair Link . Some people have complained about CAM being glitchy, but I haven't run into any problems (yet). It was $160 which is more than any Corsair AIO I've bought before, but so far it's been worth it.
Unrelated, but I think my next area I'm gonna focus on is storage
I've got 200GB+ available on HDD, but....I try to avoid using that.
