I've always been more of a fan of a more medical basis to it. You can take brain scans pre-season and then compare after a concussion. The concussed brain is always swollen.
Though there is no universal time. Most foot ball leagues here are putting a 2 week minimum on it. But really, if you're getting recurring concussions ... your time as a professional sports player are done.

So i think they worry about putting out a product that will also keep voters happy and the general populace. Being a 5 - 8 seed puts bums in seats and that makes the arena / team profitable (particularly for a public official who can also count the flow on affect to local businesses.)

I'm not saying that you should cling on to a star for the sake of it. But that's really only valid at the tail end of their career. Not their prime years. It's much harder to find another Lillard than it is to build around the current one.
