They're paying rent for it, but the amount they're paying is basically negligible and well below what's normal for such an instance. Plus a lot of the extra costs are still being paid for by the taxpayer, like stewarding. And the entire deal has an extra layer of fuckery around it with one of West Ham's owners seemingly having some amount of influence on the people who signed off on the deal.
