i don't see how anyone with a brain doesn't start Ibaka and Biyombo together--vucevic would still feast on backups but be less of a defensive liability off the bench, and gordon would dominate most backup 4's as well. You can't fuck around with trying shit that has already been proven statistically. Like I said, you're gonna have 20 games of trial and error you're really gonna want back if you miss the playoffs by 2-3 games.
Waiting on Hezonja to develop could be an issue. Don't want to be too hasty but you can't have your 1,2, and 3 be developing players unless you're sure they are the future which I don't think you can be with any of them.

Payne and Hezonja probably need to be developing off the bench honestly. Biyombo is too good defensively to be wasted in a bench role. Vucevic as a scoring big is fine for the backup slot.

Ibaka isn't a volume shooter. He's got a good 3pt %, but he's got to be wide open. He's not a off the screen guy. He's got to be set. He's stretch in that he'll sit out there... he's not stretch in that you really need to worry about him / guard closely.
OKC couldn't make it work and gave up on it.

It's definitely an upgrade, and I'm a huge fan of Rubio. Just think that if they're going to move Gordon they'd be better off looking for someone who can hit from outside, like a Gallo or Hayward, especially if they're going to go all in on Payton.
