I guess, but it's a dumb rule I've never heard of in my life. If Ross sees .7 seconds less on the clock, does he shoot faster? The timekeeper fucked up at his job, not the players. Punishing them instead of the official makes no sense. I'd rather see a do over & have Ross miss than that nonsense. It doesn't even make sense.
I'd have to see a running clock from the point Cousins touches it to know if they got it right. It really does feel like karma for that Grizz loss. (Which helped PDA fire Malone, which then lead to Karl hire and then eventual Joerger hire (who was the Grizz coach that won that night.).)

If Fisher can hit one with .4 seconds, Ross can do it with .5. I mean, it would be a crazy shot, but ridiculous 3-pointers are kind of the thing he does.
Outside of the Fisher rule, every last shot rule in the NBA is based around the Kings getting screwed. So I have little sympathy when they actually got the final call right. The refs screwed up a bunch of other stuff throughout the game.
