That said, the little i have read it seems they're protecting players post-career. And that money is coming from the owners share? So maybe once all the additions are done it'll be more like 45/55 ... but only 50 percent of the 55 is for active players (5 percent for retired).

half of the second round is based on stashing guys anyways. all this would do is make it so you could stash guys here in the us and not have to worry about buyouts
Two way contracts seem to be made around being able to call guys up and down like baseball... if the NBA is serious about the development of young talent the minor league would be more than a place to stash guys...but it is kinda pointless if teams can't draft 18 year olds
If you bring in two way contracts, increase in D-League salaries and everyone has a team then I can see a third/fourth round being added.
Mostly agree with Dy. Teams are already scouting past the second round and make up their Summer League roster with some of those types of players. Not sure that a third round changes much.

The Kings now officially own and run their D-League team. They drafted three guys in the first that will all start out in Reno. Maybe not Skal, but they are sending 3-4 draft picks to Reno. Their D-League affil is pretty much their minor league team now. How many follow that approach and have success is what the owners are waiting on.
One thing that has to do with this that I don't see mentioned: The NBA is banking on the NFL dropping off. I think there is some sense that high school athletes may move to NBA as focus after the NFL's problems. If soccer ever took off, then NBA would be kind of fucked. That's not happening yet so I think emphasis on a semi minor league is how the NBA is aiming to handle the influx of talent.
This also brings in longevity issues. The NFL had terrible longevity. The NBA has guys like Paul Pierce still playing and Tim Duncan's run is impressive. Longer careers + more attention from youth = fuller NBA. Jordan hysteria was last time the NBA got this much young talent.
