ATLA has very flashy action and consistent themes. That and a good time slot is pretty much all a show needs to be a "good kids show."

I was speaking in respect to it being a great kids show. I think it's one of the best TV shows ever in any format, for those reasons and more.
And Zuko and Azula are great villains. ATLA doesn't need a centralized Big Bad, which is why Ozai works as a means to an end, with multiple characters sliding in and out of the antagonist role throughout the show.
Zuko was a villain for like half a season. Azula was cool for a min but Ozai was the "big bad" and was only a means to an end. I don't think some additional characterization would have hurt.

Zuko was the chief antoganist to Aang for the majority of the show. People get confused because he has as significant an arc as Aang, as the show is really about their shared destinies. Zuko doesn't come to this realization until the Avatar and the Firelord, an episode that's halfway through the last season. Until that point, he's trying to either capture or kill Aang.
Ozai doesn't get direct characterization because everything you need to know about him is that he's the representation of an imperial Fire Nation. That's it. You don't see his face until season 3 because you see the results of his actions/what he represents for the entire show. The constant war torn families, Azula and Zuko's character defining traumas, etc. He's characterized in that way because it's not about him the person, it's about Aang struggling with his duty and fighting against evil imperialism, and Zuko defining the man he wants to be for himself. You get reflections of the person Ozai is through how the characters around him act, which is probably the best example of "show, don't tell" in the show.
That said, I don't begrudge people wanting a bit more backstory on Ozai in particular though. He's the Big Bad, but the villain of the show is simply what he represents, not he himself.

I think that Ozai being only marginally better than a placeholder or nameless villain just prevents it from being better.

it grows on you. i didn't watch avatar for real until i got used to watching it if that makes any sense. my younger sister loved it and before i knew it, i was more invested than she was
