David Luiz is a Chelsea player once more having completed a return to Stamford Bridge following two years at Paris Saint-Germain.

If Zenit weren't happy about the money, they wouldn't have opened a TMS with Juve 13mins before the deadline. Seems pretty clear that they went back on their word / agreement, for whatever reason (the rumor seems to be that Lucescu put his foot down, because Zenit didn't sign him a substitite), and then seemingly changed with mind again.
See, Garay was just sold without a problem.
Until I hear otherwise, I'll go ahead and consider these to be the 'facts'.
