Reuters now reports that a French official has told local media that at least 30 people are dead and 100 injured. The driver is also dead, the local prefect reportedly said.I hope the death count doesn't not grow too high.

The government admits that its strategy is old-testament style law of retaliation rather than a real engagement with a given enemy. Just casually taking a page from W's book. Neocons have won.
2. Such a declaration is always bad news for hundreds of innocents in Irak and Syria, whom I'll mourn just as much.

I assume you are only talking about Europe here, because France is not the one getting targeted the most overall at all.
No doubt part of it is that there's just more potential due to the large population. Lots of ghetto, one of the biggest European countries population wise, and one of the most attractive places for terrorists to attack, seeing as it's a popular holiday destination, is in the middle of Europe, just the whole symbolism of attacking france and so on, which obviously means it creates more terror and is more news worthy. There wouldn't be that much attention on it if it's in Russia.... or even Turkey, just look at the amount of attention the recent attack at a Turkish airport got vs this or the Belgian airport attack. Then there's also the fact that France is one of the most active in the middle east and Africa.
Overall it just makes sense, that France is the most targeted place.
