Cleveland already has a lot of trouble with undisciplined players taking bad shots. They've slowly improved on that end, but Josh Smith would be a big step backward in that regard. Assuming he's even coachable, Smith needs a team with a good coach and a solid system already in place.
Houston is a good fit on paper, but that's a lot of knuckleheads on one team. Plus McHale, LOL.

No other contender can use his defensive ability and has a lineup good enough no one can argue about him coming off the bench as being a bad thing.

He is getting paid for the remaining of his contract by the pistons..... for the life of that contract what other teams offer him simply is subtracted from the amount that the pistons paid him. So for him to get more money means a team would have to pay him more than what the hawks/pistons overpaid him already. So this is the best chance he'll ever get to get paid from his previous contract and chase a ring. He might as well go to a contender, I doubt he'll ever get paid nearly this much ever again anyway.
Also I really don't understand this move, even in the case of monroe there is no monetary incentive to stay in Detroit he already accepted is QO and will still be a unrestricted FA next year. Detroit doesn't have his bird rights.... they no longer exist. So the rumors this was to appease Monroe doesn't make sense unless he really give no fucks about money and just hated Josh Smith.
