If we spend it all on three excellent players - a world-class CB to pair with Koulibaly, a RW who can terrorize the flank and slot in plenty of goals, and a young striker who'll be good for 16+ goals per season - we'd be fine. We wouldn't win the league, barring a Juve implosion, but we'd be competitive for the CL spots at least.
The problem is, I don't know whom those three players would be. Amazing CBs are a critically endangered species. I can't think of any RW of that quality who'd come to Napoli (Shanks's boy Berardi would be quite applicable, but I don't see that happening). And any young striker of that level would probably consume 2/3 of the Higuain money on his own (Gabbi might be the best option in that scenario, honestly, so we could save the money for the other signings, but that would depend on how adament he is to leave the club - would Higuain's departure keep him here?).
So, yeah, basically we'd be fucked.
