Changing your master password doesn't do a lot, since the dump they have is encrypted with your old master.
If someone can figure the old password out (maybe based on a different leak) then they're one step closer to having your password.

Privacy notices for cookies are effectively the Internet's California Prop 65. Just stick them everywhere and they lose all meaning with the consumer just automatically becomes accustomed to click "accept" because it's simpler than whatever convoluted or broken interface whatever that website is using. Some websites don't even remember that opted out of tracking because they are attempting to use a cookie to keep that setting.
His point that they don't even need to be using cookies to track you so why the hell make a law explicitly for the handling of cookies is valid, too.
