The NBA previously considered speeding up the game by no longer making foul shots worth one point apiece.
D-League president Dan Reed and Daryl Morey were in support of the idea, which was discussed around last season's All-Star break.
A player fouled in the act of shooting or in a penalty situation would shoot a single free throw that would be worth two points. If a player is fouled shooting a three-pointer, he would attempt a free throw worth three points.
By doing so, those 47 attempts per game would be whittled down to about 26.
The concept might have been tested in the D-League, but Reed left his post to accept a job at Facebook.

I've got a better idea, to speed the game up. Make timeouts finish on time. a 40second time out takes 2 minutes. and a 2 minute timeout takes ~ 5minutes at the moment.

pretty sure there are only 20 second TOs and 2 minute TOs. they actually are timed and you can see them at the game (timer starts after they're called). There's some leeway after the horn goes off, though, but if mostly feels longer than it really is. A 2 minute TO is more like 2:20 I believe.
I don't like this FT idea. I like the idea that you can split the 2 FTs if fouled and still come away with at least 1 point. I don't like the all or nothing proposition.
I think a 1 and 1 situation for non-shooting fouls in the penalty for a time period would be interesting, though.

Timeout doesn't start until both teams have made it back to their benches and speaking to the coaches. That's why the delay. It's one commercial break, which is 30 seconds long in the US. And when they return to broadcast, the teams are usually walking back to the floor or are about to inbound.
Disagree about the 5 minutes too. Timeouts are timed by the stadium, and a buzzer sounds when it's over and referees then blow their whistles to break up the huddle. If they blow the whistle again, it's a delay of game penalty. Also, they're pretty strict about the timeout time keeping because of advertisers.

But there is no way those 2m timeouts are 2minutes. I'm sure i read something on ESPN 2 years ago about how from the time the whistle blows for the TO, to the whistle to inbound the time is generally closer to 3mins 30 seconds+
