Network sharing with static IPs

Until recently I had all my wireless computing devices connecting to my router via DHCP. I switched to assigned static IPs for all my wireless devices because I started frequently coming upon IP conflicts, preventing them from connecting to the web.
Since switching to static IPs, I can't share files over the network. I have an XP and a Win10 machine I frequently transfer files between. The XP machine can see the Win10 machine, but not the other way around, and when I try to access the Win10 PC via the XP PC, I get an error message saying the path can't be found. I also cannot transfer files between the PCs and my Android phone anymore.
Does anyone have a clue as to why file sharing only works via DHCP and not static IPs?
