But they are a necessary evil to stop the game from looking ugly as people hack to prevent cool, athletic things from happening. So, they should probably extend the 2 minute rule to the entire game.
That should really be the guiding purpose of any rule for this sport: allow the athletic and coordination-based skills to shine.

"Fouls away from the ball can be sided out by the fouled team's coach decision at any point in the game"
There, solved. Guys fouled with the ball still need to take the shots, but if you foul someone away from the play they can just restart the play.

You only have 3 team fouls with 3 minutes left? Melo gets passed his defender with the dribble - grab the guy you're guarding to reset the play.
Edit: actually, teams should just do this now. It's like the "foul to give" principle of wrapping up a guy as soon as he starts his dribble. If there's a pass made to a wide open 3 point shooter, just grab your guy. Especially if you're a bench player towards the end of the 1st or 3rd quarters and not in the bonus.

I was strictly talking about non-bonus fouls. But the truth is that if a guy like Drummond is on the floor - u can just grab him in the bonus and the coach probably takes it out of bounds. Better outcome than giving up a wide open 3.
