It was a clear foul, but tbh it's hard to blame the ref for that one. He is focused on the area around the ball like he should, can't keep an eye on everyone even if he was close to the incident, he has no real way of knowing if Kos just dived. Shit like that will continue happening until a fourth ref is accepted, to be quickly reviewing those things on tv.
