Fergie left a title winning team behind. Certainly not his best mind you.
The real problems came from the power and organisational vacuum that occurs when someone who has complete power at the club for decades suddenly leaves. Also, it'll be very interesting to see how Arsene treats his personnel purchases leading up to his retirement (you know if he does actually buy many players). Wouldn't be surprised if many of Arsenal's main men are getting past-their-prime age by the time he retires. It really is quite breath-taking how quickly things can fall apart.

Manchester United are the richiest club in the world. Look at the players they've got after Fergie left. For me the biggest problem was managerial stuff. They've picked the wrong man twice. A decent manager would've won the league with Manchester United's squad a least once in the last three years.
They can buy the players they want. Money isn't an issue.
Wenger isn't exactly building a massive squad too. Look how thin we are right now, and how thin we were in the last years.

In the last three years they've had like two world class players. Di Maria who didn't work out and De Gea who doesn't even wanna be there.

Arsenal's youth ranks littered with right good england youth internationals and any half decent manager worth their salt will undoubtedly use the seeds of what Wenger has sowed.
