How do you transfer/back up program in Windows?

I'm a Mac user and backing up is stupid simple through Time Machine, I can back up and restore my programs/applications and basically everything to another Mac with no issues no hassle. Like everything... Exact place, exact files, no compatibility issue at all.
How the hell do you transfer EVERYTHING from one Windows to another? I try google and using the native built in backup/restore but it apparently does files only and not my programs and apps? This is a friend's computer upgrade, she doesn't know what to do so she asked me. I thought it would be simple but it's not...
I would rather not have to find everything reinstall EVERYTHING over again and would like an easy and hassle free way to just transfer program from on PC to another...
Like google tell me I can't make system image and use that to restore on another PC laptop? Apparently that doesn't work? I already tried doing a regular back up and it only backed up files, not the applications to run any of them...
Is there a free backup software I can use to do this? Or will I just have to deal with reinstalling everything over again...

You don't. Not that I know of.
Considering the vast amounts of architecture windows runs on, it's not really a great idea to "back up" the whole program. And ghosting an image from one pc to another, that doesn't have identical system specs (including manufacturer of the parts) is also a really bad practice in general.
You can back up settings and stored files. Those will be in Users/NAME/AppData. But the installed program it self? Never done it.

Not even from a Dell to Dell laptop? I really thought this would be a thing on Windows since the people I know on laptops cycle through machines more often.
