got some steak i think but the pkg said the recommended cooking time was 3 minutes but that didn't make any sense since it would still be raw, ended up cooking it for like 30 minutes not sure if it's supposed to fold up like this but it tastes pretty good.

The fact that it's not cooked properly on the outside makes me think your pan wasn't hot. You put steak into a searing hot pan so it caramelises the outside. Then turn it over. Then you turn down the heat to cook it through/ put it in the oven to finish cooking, depending on how big it is.
Here's a Gordon Ramsay video on how to do it. If you don't like it rare, keep flipping it or put it in the oven.
It curling up like that means that you've shrunk and tightened up every bit of fibre/muscle in the meat, making it much tougher than it should have been.
Your only saving grace seems to be low heat with water, you're basically half way to stewing it. And with a "steak cut" and not a "stew cut" you MIGHT be able to get it edible in 30 minutes.
