I base this on nothing.I could see Cortana trying to augment her existing Guardian defenses with the Halo array and moving them into dedicated positions to wipe out systems that would pose a threat to her, and subsequently "who really gets the Mantle" becoming a subplot, considering she may not necessarily be able to activate Builder installations without human touch even though she thinks she's entitled to it.
