First, one must consider the Italian economy, especially, as in the cases of Palermo and Napoli, in the Mezzogiorno. To put it bluntly, it's fucking terrible, and people are poor. Then consider how antiquated, dilapidated, and ill-suited these stadiums are. Who wants to pay money they barely have for seats from which they can barely see? And to make the situation seem even worse than it already is, most of these stadiums are far too large considering the above; a 60000-seat stadium doesn't look very full even when it has over 40000 people in it, especially when none of them want to sit in the visually useless lower-tier seats wrapped around the athletics track that happen to be captured on camera for ignorant TV viewers in other countries to laugh at.
