It was normal speeds back in Portland through ethernet, so I am wondering if it's the modem, which is an old one. Might get a Surfboard.

Yes. It's garbage no matter what.
Change your DNS to google. That helped me quite a bit. Google it and you should get the severs to change it to.

EDIT: Switched it to go directly through the outlet instead of the surge protector and it's much better now. It's not fantastic but a step up. Gonna try buying a Motorola Surfboard next.

You using powerline? If so yeah, you should not be using them in a surge protector. Ideally they should be used on an outlet with nothing else plugged in.
Oh? Unfortunately both rooms aren't setup to handle that. Got the Powerline in one outlet and surge protector for everything else.

By WWCHGT Go To PostComcast router. Arris T862 I think.Hey man, I just switched out a cisco wrtn router modem bridge and replaced it with the Arris. Not sure if its the T862 but its an excellent piece of hardware and not slow. You have to change your ip addresses from the 192.168.1. whatever to 10.0.0.1 for default gateway, and choose a dmz for your ps4, go into your ps4 network settings, and set it up so the IP's match, you also have to go to the router page (address bar 10.0.0.1) and turn off DHCP for the ps4. and Lastly try these DNS settings on the PS4 network settings page, DNS 1 68.87.71.226 DNS 2 68.87.73.242. I'm running 200Mbps down and 14 to 21 Mbps up. you might not get that lucky as I pay for a second line, so I get to shut off the SSID broadcasting, and Don't need the gateway to run wifi. but its not the Arris. Just the right configuration. The networking bandwidth is better than the suggested router. and its more consistent and the packet loss (even though your on wifi so you'll have to deal with some packet loss which you can try increasing your Arris's cycle rate which will determine how fast lost data will resend. This will ultimately depend on the PvP or Server your pinging with however) will be substantially less. good luck.

Yeah, I tried all of that. Thread is pretty old but I just picked a router for $40 the next day, but the modem in bridge mode and that it fixed everything.
A few months later I was having major issues where the internet would drop twice an hour and I'd have to reset the Arris, Comcast had to switch it out. They said it was busted.
