I think there's too much focus on ONI for him not to be working for or with them in some capacity. Wasn't he one of their hunter-killer type of agents prior to being a spartan? It would explain why he's on Osiris team.

Would that work, or do you think all of the competetive (whether pro or not) should be running the same starts?

You guys seem to be forgetting that Arena is simply the term for any multiplayer that isn't Warzone... Arena should still have plenty of playlists both silly and HCS-oriented. Warzone is no replacement for Action Sack, Grifball, Team Snipers, Infection, etc.

If the invitational is anything to go by, there is a high possibility of AR/Pistol start in HCS as it works really well. And I have no problem with that, all the big esports titles have the exact same settings in normal play and competitive tournaments, and Halo should do the same.

Pretty sure he's wearing a couple hats, so to speak. He may not be a literal employee of ONI post-joining the SPARTAN-IV program, but he's clearly still closely tied to them, perhaps out of a contractual basis if not still on their payroll, so to speak. The emblem on his armor isn't for fashion haha.
That all being said, I see it being very likely that by the end of Halo 5, Locke and Chief are going to be working together, or at the very least, Locke will be questioning a lot of things that he once believed or was told to believe.
Side note/question: I wonder if at any point in the campaign, the co-op teams will switch up, and we'll see one or two members of each trade places for a late game mission or something.
