No his shot is a little sus right now. But guys with his skill set don't really need a super strong j. If defenders give him space it plays into his strengths by allowing him to get anywhere he wants on the court. Kinda like when Rondo was still alive.
And like I said before shooting is the easiest thing to add to your game so the books not closed on that.

Eh. The easiest thing to add to your game is defense. A little bit of effort and a good scheme and it does wonders. On the other hand, dudes like Rondo and Rubio and Tony Allen still can't shoot. Centers and other Bigs almost never learn it if they don't have it from the jump, and very few guards come in broken and leave efficient.
That being said, his SL highlights make him look a hell of a lot like a future John Wall. His passing and floor generalship are definitely much better than previously advertised and he can get past pretty much anyone off the dribble.

Most players have no problem putting up shots in the gym, but won't play hard on the defensive end every possession. The point is that dudes like Korver and Redick can become serviceable to good defenders much easier than dudes like Rondo and Tony Allen can become good shooters.
Becoming a good defender is easy as long as you're focused on game plans and execution and work hard on that end of the floor. Teaching a lazy player to be those things is hard. Much more fun to put up shots in an empty gym than do defensive slides and watch endless hours of tape on your opponents
Rondo and TA are pretty extreme examples. Mudiays shot doesn't look that fucked.

But it's still the case that people who improve shooting do so because of the practice time commitment involved.
Any bad defender with a broken jump shot that spent equal time working on his shot and on defense in his individual workouts would see gains as a defender more quickly. Defense is mostly knowledge and effort. Good Shooting requires muscle memory, That's much more difficult to attain

Most bad shooters can become "ok" shooters but very rarely do they become actual good shooters. To use two former Sixers as an example, Iggy and Thad came into league with awful jumpshots and 7-8 years later they become servicable at best.

Wall averaged 24, 8, 4, and 2.5 spg on 38%FG. I don't know why but I don't remember that at all.

Monroe 15 and 8 on 52% FG
Sanders 14 and 8 on .45% FG

Oladipo: 19 ppg
Reggie Jackson: 19.5 ppg

again summer league is all about the eye test. A guy can shoot like shit but as long as he looks like he belongs, its all good,. Rose shot like 30% or some shit but he was getting to the rim at will so it was all good, Turner got his shot pinned like every time down the court...and that continued in the league.

I'm not worried about Russ scoring or dishing, his movement on the court is just underwhelming. He may have to learn some post moves quick if he can't improve his speed.
His first step is still legit, I just want to see him demand the ball and force the defense to collapse with his drives.

There was an article about how he didnt want to make any waves or make anyone mad at him, i really hope that's all it was. There is a chance he doesnt get more confidence and is just a defensive-minded backup but hopefully he plays in SL again soon and shows aggressiveness again.

I see them limiting him to about 15-20 mpg throughout summer league because that's what he played in Europe. Look at all the rookies who are missing entire games due to exhaustion already. Anyhow his position is secure there are about 5 other guys playing on the team for their spots who could use those minutes.

Russell's shooing is def not the problem. His mechanics are solid and he gets it up quickly without needing a lot of space.
