It's funny to me that with whatever amount of money you think a Japanese dev who wasn't made a large scale game since 2003 will somehow know how to make an open world action adventure game that will meet your expectations (i.e. Shenmue 3).
That's like asking a Square Enix that had stopped making FF games since FF6 to suddenly make an amazing modern FF game in 2015.

Shenmue was never an open world game by todays standard, not that sandbox shit every developer is jumping on and failing miserably, apart from a few choosen ones like The Witcher.
The main reason it was so costly back in the day, where both the genre which was entirely new and the tech, which was just incredible at the time, especially the facial reactions.
They are using an already existing engine, compared to the one they had to develop with Shenmue 1, which was also boosting the costs.
It's just not comparable, and obviously the scale might be smaller.
I don't care.

There will be different fundings, Sony, that crazy french guy and his company and maybe someone else.
