If it's one handed or with no movement towards the ball = indirect freekick in the box
If two handed or moves towards the ball = pen
If it's one handed or with no movement towards the ball = indirect freekick in the box
If two handed or moves towards the ball = pen
Feels like they've been a lot more lenient for those types of things in this tournament, and i'm all for it.
