Possibly something about how they're trained as well, like not putting someone above the team or some other communist ideal that prevents kids from playing to their talent?
I don't think that's it and its probably easier than ever to cross train with multiple sports
Its probably just the coaching. Its easy to identify the lanky kid with a potential NBA body. Outside of the future centers, there's still a lot of kids that just need foundational stuff for other positions.

What's even weirder is that on IG there's Chinese trainers with a ton of followers and they all seem to emulate Kyrie or Kobe, so you'd at least expect 1 kid out of the millions to have a budget Kobe or Lil Mountain type game and show out in fiba.

Imagine some backed by the CCP and given explicit instructions to train for Olympic performances.
The kids that get training are the ones that are already tall. So, you only have shorties learning street ball and they don't have many bigs to practice against (and vice versa). It makes some sense that they seem somewhat inexperienced, because they probably are.
