Implementing a style of play and the coaching/scouting/recruitment that's required will take time to implement. A few years at least probably.

In the meantime you need someone that's proven as a good tactician and/or motivator, that has also done it at the highest level. That's what'll get you on a good footing to then actually start implementing your vision for the club.
