Keeping the same financial restrictions for 10 years ignores so much that has changed in the game in that time, i think it's absolutely mental the parameters haven't been adjusted in that time considering how much finance in football has changed in that time.
As for it being a deterrent....I really don't think it is. I mean for us, with how restricted we seem to be i'd seriously be considering breaking PSR and taking a points hit, it's only really a deterrent if you're right down in the relegation mix. 4/6 even 10 points for a team comfortably in the top half or at least, no where near relegation is fuck all compared potential benefit it can bring.
