It is also sometimes worth it to get an HDMI dummy plug for your GPU and use that as the "monitor" for Sunshine/Moonlight. It helps avoid a bunch of issues related to resolution, refresh rate, and HDR.

The CHIPS act money going to Intel should basically all be being diverted into construction of fabs that won't be online for at least another year. I wouldn't think those construction jobs would be Intel employees.
Intel is also a massive international corporation (125K employees) and that money shouldn't be going to directly subsidizing the payroll of international employees. Can't really have a good opinion here without knowing the locations of said layoffs.

not to mention they were using that stacked ranking system for a good many years, too, iirc.
don't forget they have also been selling off the parts of their business that aren't cpu's! so, they don't have as diverse a portfolio as they used to.

Well they were absolutely mismanaged for years and they are still paying massively for the mistakes related with tying their fabrication directly to CPU architecture.
Their old CEO was forced out and their current one is actually a proven CEO/Engineer. I do have faith he can get them in right direction (being a legitimate 3rd party fabrication alternative to TSMC would be awesome). With that said, I was disappointed with the issues and current handling of said issues related to their 13th and 14th gen desktop CPUs. My faith took a bit of a hit.
I do think the Arc team is doing pretty well all things considered. Have some hope for the future there.

He doesn't have any particular needs, just wants a new computer for general use. He might play around with basic image and video editing from time to time, no gaming, although he did mention he'd still prefer a cheap dedicated GPU, just in case.
He doesn't have a set budget in mind and usually changes PCs every 5-7 years, so I'm thinking mid range, something that will a slightly overpowered for his needs at the moment, but should offer good performance long term.
AMD build, 650w psu, budget-but-not-trash AM5 mobo, 8-core Zen 4 cpu, 32gb ddr5 ram, 1tb nvme drive, gpu tbd ...
I could also just copy/paste the 13700k build I did a couple of months back, with less ram and storage and with a budget gpu, but given the Intel news of late ...

Nah, that sounds good. Get a high-ish end gpu from the previous generation if they actually have appropriate price cuts.
If they didn’t need a dGPU, I’d have said to get an N100 machine from BeeLink or minisforum. Or even a MacMini.

I can suggest the mini PC route to him, but he's kinda old school and would much prefer a full sized PC with custom components.
A high end gpu from any generation would be an almost complete waste of money for his needs. I'm actually thinking if I could get away with an igpu, but that would mean going with an 8000 series apu on AMD's side, which are kind of shit.

Honestly I'm glad for any GPU delays. I don't feel I got my money's worth out of the 4080 yet. Not even close, actually.

Also, going from a 3900 to literally any of the x3D chips is going to be an incredible cpu upgrade (for games). Even the 5600x3d.

However, some games don't correctly keep their workload on the X3D CCD of the 7950X3D and those games will see much worse performance as they either use the CCD without the extra cache or they try to use both CCDs and incur big latency penalties. In games that properly load all the work on strictly the X3D CCD, then the 7950X3D will be ever so slightly faster since it clocks higher.

With Ryzen, if you only use the computer for gaming, get a single CCD X3D part, like the 7800X3D. If you are also doing other tasks that would take advantage of more cores (like compiling, rendering, number crunching, other similar things), then the multiple CCD parts are viable.

Not. I’m tempted to ditch my i7 12700 for a 7800X3D just because the power efficiency is so much better. I’m committed to getting at least 5 years out of it though. If the X3D CPUs are still as good then as they are now, that’s what I’ll go with.

I've been silently hoping we'd start getting CAMM2 ram and motherboard news for the upcoming Zen 5 platforms after Computex, but it doesn't look like there's anything tangible there.
I guess DDR5 (on sticks) still feels quite new and manufacturers don't want to jump yet on a new form factor, despite being an easy sell with actual benefits for the enthusiast crowd.
