Why do I need all these particles effects, bloom, shaders etc ... in a MP deathmatch if I'm struggling to get 60 fps then.

Not in competently made games it's not. The number of games with shader compilation stutter is vanshingly small and is confined to DX12 era games primarily built on UE4.

Yeah it always depends. If it's a competitive game, I. Will gladly put everything to low to get the best frames.
Mostly so that in counter strike for example. But with a few settings high or max like shadows xto fee an advantage over that.
But cyberpunk and so on? I will try to have graphics as high as possible and compromised to 60fps
