I definitely think its ownership/management that explains the gap historically. When I think of a a western conference owner I think of a disruptor tech bro when I think of an eastern conference owner I think old money fail son. Also the added scrutiny of running a team on the east coast (because we're not all casuals) lends itself to making short sighted moves.

Bad owners in the East and a lot of teams operate under the self inflicted pressure to do build as fast as possible cause they think the fans arent patient. I think the Lakers are the only west team that has crazy pressure to build ASAP, everybody else just does things at their own pace. I think they wanted Mitchell, they traded RJ, IQ and Grimes a year later while keeping the picks that would have otherwise gone out in a Mitchell trade. Probably came down to them thinking nobody else had an offer, he was traded right after RJ got the extension.
They obviously wanted Mitchell it's just bad reporting that has everybody thinking that Grimes was the sticking point. The Knicks wanted to use their young players to lessen the pick compensation but Utah was like fuck that we still want all the picks. The Knicks wisely hung on to their picks because they knew there would still be work to do.
Also the Knicks didn't tamper any more than any other NBA team does nor were they more blatant about it. The only reason they got in trouble was because Mark Cuban got mad and complained to the league.
