I think United will never get out of its rut as long as the Glazers are owners, they have absolute no interest in improving the club so they just hire whoever manager sounds kind of popular at rhe moment, then sign a couple of names regardless of game style, say they invested and then not fire the manager until he's already completely lost the plot

We've the same problem as Chelsea in that they appear to be buying players without an actual plan as to how the manager will use them. Tuchel, Potter and Poch are all decent coaches, but have looked worse they they actually are. Their advantage is that there hasn't been 20 years of institutional rot. I guess they'll eventually dig their way out of the hole they're in.

But as United have demonstrated, there's no point in spending millions upon millions if you haven't a plan in place. City know exactly what type of player they need and try to get the one that's most aligned to their requirements.
That's all backed up by scouting and data analysis. They don't go to the manager and ask for a list of the exact players he wants. These guys aren't experts at player analysis and our club hierarchy should stop pawning off this key decision making process on them.
City's method isn't fool proof and the odd time you get a Kalvin Phillips. But they've had gar more success than failures when compared to us.
