Ratcliffe & his company have done this many times, started full takeovers of businesses by first getting minority ownership (it's also how the Glazers took over iirc). Maybe you want to call that being an 'opportunist', but he's built a 20 billion net worth from being just that.
At the very least, the Glazers giving away sporting responsibility is a huge step in the right direction for you lads, and you've avoided state ownership.

I think that was a great offer, a better one than they're getting anytime soon...but they're the owners, and they don't want to sell. So there's just nothing you can do there. If you accept you're not getting a better offer, then you have to accept that the minority move that reduces their influence is a good one. You might have to accept the Glazers will always have a financial stake in the club, its potential for growth is just too big.
M8, Ratcliffe is worth 5 times what the Glazers are. He's a very successful businessman that has built his buiness by doing this exact type of deal. He isn't paying over a billion to be played. It's absolutely fair to be disapointed that a full buyout isn't happening, and perfectly fair to have lots of questions, but blindly saying that this is meaningless PR is a bit daft.
