Jones didn't have much to do with England's downfall really. Who knows what tf happened with Australia though
Jones has nothing to do with the administrative issues of English rugby. So many top tier clubs going bankrupt wasn't anything he could have sorted.
But he's definitely to blame for the on pitch issues. He wanted his players to be comfortable doing a bit of everything on the pitch. Forwards passing comfortably and backs getting involved in the ruck etc. But from the looks of it he never actually did any coaching to help along that path. They got progressively worse until the point came when he had to be sacked.
Australia was all ego. He cut their captain and best player for the last decade right before the World Cup. Loaded the squad with unproven players that he said could actually follow his instructions. They bombed out fabulously.
It's worse because the guy he replaced, Dave Rennie, was starting to get good performances from them. They still weren't a great side, bug were far better than the shite Jones produced.
